I'm sorry there was never a clear issue which I could track down, so I never 
reported a bug. I also can't describe what exactly was the problem, I just know 
that things didn't work when I tried it the last time (2 month ago). Since I 
decided to concentrate my efforts on other (personal) projects I stopped trying 
and in the next month I want have time messing around again. 

I'm sorry for not helping...

 If you do not want to strugle with the chroot bootstrap you can install the 
static Kit too:
 
 $ sudo apt-get install ubuntu-sdk-api-15.04-armhf
