I've now opened up publication permissions to everybody. So now trainguards
have no special publication powers at all, a trainguard is just somebody
that knows slightly more about the train than you.

This means that if your silo does not touch any files under debian/, you
can publish your own silos totally by yourself, no trainguards required.

If your silo does touch debian/ files, then you need to get a packaging ACK
from a core dev (not a trainguard!) so your best bet is to make friends
with these people if you haven't already:
