The issue is about permissions for the camera and microphone.
It says there that the fix has been released in early June.
Not sure if it will make it in OTA-5 as it is not listed at

I think the status of that bug means that the underlying oxide component
supports it (the webkit rendering engine) however the webbrowser-app
doesn't have the UI to operate it yet, it needs to grow the pop up
button to approve use of camera/microphone, once it has that then it
should be able to turn them on for oxide, which would be pretty cool as
things like http://talky.io should start working.
