[Ubuntu-phone] No Restart on Nexus 7 2014

I'm using Ubuntu Vivid Vervet (development branch)- armhf 
(20141201-020204)- device image part 20141119 , it doesn't want to 
restart when I ask it to do.  Is there a way to fill this as a bug?
