I had a look over phablet-shell and the only thing it needs root for is to start ssh. All the other things it does fall under `adb forward` and `adb push` and should work fine without root privileges (in fact it already has some code in the ssh key copy logic that has to chown the copied files as the phablet user because having those files owned by root is broken).
