ubuntu-sdk-libs-dev shouldn't ship any files, it's a pure meta-package generated from seeds. http://bazaar.launchpad.net/~ubuntu-core-dev/ubuntu-seeds/ubuntu-touch.utopic/view/head:/sdk-libs-dev Option 1 is to get these cmake modules into one of the packages listed above.
