Using apt-get to upgrade is not supported (and in fact, with official "system-image" supported devices you can't even use it because / is read-only). Sometimes you're lucky and apt-get upgrade works, but sometimes it fails. For "system-image" devices, the system-settings update feature works. For other devices, you need to reflash manually.
