What depends are we talking about here?
I think having unity8 depending on an ofono wrapper/the ofono libraries
is fine, we should avoid depending on the ofono service to be
installed/running though.
In the system settings we just fallback/turn off features when ofono is
not available on the bus, it means you can run it fine on a desktop, you
are just not going to be able to test the phone bits...
