Here are two patches against: http://phablet.ubuntu.com/gitweb?p=CyanogenMod/android_build.git repository.
First patch, enables checking system-wide toolchain and prefer that one over a prebuilt arm-cross toolchain. Second patch, enables all builds to be verbose by default, such that one can clearly see which compiler & flags are used. At the moment system-wide toolchain is available from ubuntu archive in saucy. These patches are also available as people/xnox branch in android_build.git repository above.
