Let me pitch in a little here. It's just a standard notification of a new type, called "snap decision". The left button has the ability to expand with more options (reject, ignore, reject and send sms are some use cases for it). The risk of rejecting the call accidentally should be minimal, then, but I agree that the target for rejecting should usually be slightly smaller and less prominent than the accepting one. We should also remember that accepting it accidentally might have the same (or even worse) effects - you can usually call someone back (or they will call you again), but you rarely can un-answer a call from your boss on the weekend ;D. If we decide and design that it should take more of the real estate in the welcome screen and have some specific user interaction, that's perfectly viable. And any 3rd part app will be able to take advantage of it (preferably without even knowing).
