you would have to set up a buildd infrastructure, an archive
infrastructure, re-bootstrap the toolchain and compiler, then find a
good bunch of people to help you and approximately invest half a year of
full time work into it (fixing all the failing package builds etc) ...
talk to the raspbian guys, they did exactly the same for their debian
fork (in case you are actually that brave to start an archive port
without any ubuntu backing) ...
