This version doesn't exist in any supported version of Ubuntu: All versions of Ubuntu with ARM support ship with asterisk 1.6 or higher. So your current version of Ubuntu is either not supported or running with an external repository offering you version of packages older than the distro. I don't know the dreamplug, but looking at these version numbers, my guess is that it's one of these ARMv6 devices that only worked with Jaunty (9.04). Ubuntu then dropped support for ARMv6, only supporting ARMv7. If that's indeed the case, then you won't find any recent asterisk binary for Ubuntu for this board.
