Becoming an Ubuntu Contributing Developer gives you the same rights as an Ubuntu Member. You can read [1] for details about what these rights are. The only other thing that UCDs can do that is not listed on that page is serve as a Mentor in the Mentoring program [2]. However, you will want to talk to someone from the mentoring reception to confirm that this is still the case. I know that there was a lot of discussion surrounding that decision.
