Awhile back I proposed that LP handle this, not in Malone, but in a slightly more specific way. https://launchpad.net/products/launchpad/+spec/requesting-packages The advantages of using a specific tool is that you can do things like "voting" for a package without the spam a bugtracker would entail. I am not married to this idea and the code doesn't exist, so Malone might be a good temporary thing to do.
