This sounds like a good idea. Having a single point of contact for the marketing efforts would help a lot more than just discussions on the list/irc and not getting much support thereafter, leading to frustration among teams. I'm not suggesting the existing team be disbanded but marketing _is_ a huge responsibility and having _one_ person to co-ordinate and be the liaison/point of contact makes it easier for the loco teams as well as the press/media if necessary.
