It's menu bar, title bar, and toolbar. You can find the answers to these types of questions in the style guide at <http://files.ubuntu-manual.org/style-guide.pdf>. (See the word list at the end of the manual.) If there are questions that aren't answered in there, feel free to email me or the list and I'll add more entries.
