Well, I am on an e-machines. So right there it's as if I'm running a computer from 2012 BC. My results this time were 2m20.038s (real), 1m17.877s (user), 0m3.340s (system) just doing make clean; time make. The results were similar for make clean; time make ubuntu-manual-en_US.pdf.
Also this morning, I had some other cpu-intensive programs running, so that's probably a factor. So if you're on a low-end consumer machine, I would make sure that nothing else is running at the same time. Just to guarantee that it's getting the most out of the cpu. Have a great day:) Patrick.
