I think cc by-sa allows them to share it for free, because they tell the
user it's "offered by ubuntu manual project". In my opinion, the license
doesn't prohibit it, because non-commercial use is allowed. Of course
it's not nice to collect that amount of data and maybe we should contact
them, but afaic I think we can't blame them. But of course I'm not a
lawyer ;)
