I find html format more flexible, most of the internet is connected via html, you can go direct to each specific manual (chapter), without opening a pdf document. You also can download each manual individually. Then you just add the url of each manual to the index page - drag and drop. As soon as one get used to html one will prefer that format. Pdf has a few limited benefits.
