After reinstalling Windows, if you have live CD of Ubuntu then boot into it and use command 'sudo grub-install /dev/hda'. Else if you have alternate CD then boot into rescue mode and then use above command (removing sudo). I guess you can also install grub by starting expert mode of installation on alternate CD.
