Users of 16.04 LTS will be offered an upgrade when 18.04.1 LTS is out (in
July).  This is to allow more adventurous users (who upgrade every 6
months instead of waiting two years) to shake out all the bugs.

You can run update-manager -d (or do-release-upgrade -d) to upgrade
sooner.

(I upgraded from 17.10 on the next day after 18.10 came out, and had to
recover from a broken upgrade due to LP: #1767391)
