First of all, when you reply, please use the proper Subject (or maybe create a new one). Regarding your question, you go to right corner to your name and click on system settings.
On personal section, you'll see the language icon. Click on it.
The 3rd tab says Locales. You'll click the + button on the bottom and choose the language you want.

Unfortunately, I don't know how to change the default key shortcuts to change locale. It's super+space (like Mac OSX).
I hope it's not an issue like GNOME 3.6.
