I was recently reminded of an issue with the command-not-found indexes for Ubuntu 22.10 (Kinetic Kudu). There was a bug in the command-not-found indexing service[1] which is now resolved but unfortunately this bug was not fixed before the release of Ubuntu 22.10. Subsequently, the command not found data for packages in the release pocket of 22.10 may not be correct[2]. (It could be incorrect if a package stopped providing a command which was already indexed, added a command, or just moved a command among packages.)
The indexes for Lunar are currently up to date and the Ubuntu QA team will be keeping an eye on them between now and the release of Ubuntu 23.04.
