It is very much accurate: as already explained, src:systemd is developed and maintained in a single repository (monorepo as the kids say these days), and most of the code is shared through libsystemd and libsystemd-shared which are common to every component. We are not going to overhaul this completely to split out some tool, duplicate all the shared code and maintain it separately just because of a configuration mistake in Ubuntu, sorry.
