I wonder if it would be appropriate for archive admins to check this before package removals as they do for reverse dependencies? I understand that the archive won't end up "broken" by the same definition, but it will make the autopkgtest situation in the archive worse. Maybe, to help, the "reverse-depends" tool needs adjusting?
