`apt-cache show <package>` will usually provide the maintainer contact information. However, it is usually a good idea to file a bug upstream, too. So you would file a bug with GIMP at <https://gitlab.gnome.org/GNOME/gimp/-/issues>, and then reference the bug in the Launchpad bug.
