Rhea, SRU (Stable Release Update) is the process for how updates are introduced to already released Ubuntu versions. You can read more about it at https://wiki.ubuntu.com/StableReleaseUpdates Generally speaking, only minimal changes are applied to avoid disrupting existing installations. This is to make life as easy as possible for you, when using in a "stable" environment - to avoid breakage.
It might be possible to directly pick the upstream fix "64195: Revert simplification of NIO block read and write" from https://github.com/apache/tomcat/commit/6e60713c75141bc00f03f08f759df993a6416c71 However, this should be evaluated further, and followed through with the described process for SRUs. In particular, to show (1) what the impact currently is, (2) what test scenario can be used, e.g. what minimal source code can reproduce this issue, and how to build and run it, and (3) what potential issues may arise for existing Tomcat installations with this change introduced. See more in the linked SRU page Section 4 "Procedure". There already appears to be a bug filed as LP #1903851 in Launchpad (Ubuntu tracker) for "Tomcat9: multipart upload fails over https".
