Hi Jean-Sébastien, there is the ongoing tradeoff between new and stable for any Distribution and to some extent this is a question about that. The SRU policy defines the general process of this tradeoff including rare acknowledged exceptions. Some packages get upstream stable releases by those exceptions, and others like the kernel that you have already identified have -HWE (Hardware Enablement) version that allow you to get newer code. But strongswan has no such exception. 18.04 Bionic comes with Strongswan 5.6.2 and following [1] will only get bug-fixes onto 5.6.2 instead of a move to a totally new version as that would put way too much regression risk on every other user of it in 18.04. That said I'm working on 5.8.1 for Ubuntu 20.04 which also surely will have kernel >= 5.3. IMHO you have two ways for this now: a) use 20.04 which seems to have all you need b) put the 5.8.1 version I'll put into 20.04 soon into a PPA [2] of your own and build it there for your Bionic use I doubt there is enough need/gain to maintain an official backport in [3] and even less for a permanent SRU exception to backport full versions.
