Please see https://wiki.ubuntu.com/StableReleaseUpdates. Fixing a bug is fine. Bumping entirely to a newer upstream release in an Ubuntu stable release may not be acceptable depending on the changes made. I suggest you start by making sure a bug exists against iputils in Ubuntu and then following as much of https://wiki.ubuntu.com/StableReleaseUpdates#Procedure as you can. Hope that helps, Robie
