libcgroup1 is missing cgsnapshot_blacklist.conf, cgconfig.conf and
cgrules.conf configuration files in /etc and misses systemd service
files to load cgconfig.conf and cgrules.conf files at boot.
init.rd files are provided with sources but were discarded on ubuntu
14.04, with current ubuntu version, nothing was done to load the
configuration file at boot.
Sample config files are provided with sources but are not used on
ubuntu's package.

This problem force end user to create service file by itself, base
config files by itself and have orphan files in system folders.

Usage scenarios for fixing this are ease of use and common cgroups
usage (throttling tasks that are not important).

Schools may have one computer running multiple user sessions and cgroup
is the perfect solution to not have virtual machine overhead and
prevent things like CAD software running for one user to eat all the
CPU ressources and exhaust the disk i/o.
