I don't think there's chkconfig for Ubuntu:
$ apt-file search chkconfig
bash-completion: /usr/share/bash-completion/completions/chkconfig
libwx-perl: /usr/lib/perl5/Wx/cpp/chkconfig.h
lyx-common: /usr/share/lyx/chkconfig.ltx

zsh-common: /usr/share/zsh/functions/Completion/Unix/_chkconfig
$ chkconfig
chkconfig: command not found
(no package suggestions)
$ apt-cache search chkconfig
(no results)
