I use 14.04 in production. I understand Ubuntu policy inherits Debian policy: package changes shall not break what once worked in release. New functionality and bug fixes are okay, but anything that makes the user's configuration actions (steps, scripts, provisioners) fail is not to go in except for extreme cases. As long as the above behavior is adhered to, I have no objection to a udev upgrade if the appropriate process is followed, a need is determined, and no breakage is found.
