As a nearly 6MB document it's probably unlikely to make it onto the CD (current example-content is 9MB total, including Ubuntu_Free_Culture_Showcase), and there is already documentation included in OO.org. But as a link from within the OO.org application, maybe? (A change like that should come from upstream though, I guess?) I don't think it would solve the core problem though, that Draw is (similar to GIMP), geared towards a more "professional audience" and hence slightly unfit for being in a default install for everyone (simply going by the criteria for removing GIMP earlier [I didn't agree with it, but that's a whole 'nother thing]).
