Yes, they are totally different, because they are totally different implementations. XKB comes with X.org and is an extension to be able to type additional characters to ASCII. SCIM has been developed independently and primarily for Chinese. Nowadays it supports many more languages, but the mechanism how it works is different from XKB and not related at all to X.org. In fact you are not the first one to complain about this mess and it is currently impossible to improve anything in this regard without completely rewriting the whole input layer in X.org. (it sits in xlib by the way...). And guess what: this is exactly what some guys in East Asia are planning to do (on my initiative). We are planning to have a separate service, outside of X.org, which combines the XKB function with the SCIM function, but rewritten from scratch. However, we are still in drafting stage, so it will take some time until we can see something useful in this regard.
