I agree, the whole "Media" tab should be moved to the Removable Drives and Media Preferences. I suggest reporting this in bugzilla.gnome.org, if it is not reported already. Their current separation is confusing in another way: it's not obvious what is the difference between "Photos" in the "Media" tab, and "Digital Camera" in the Removable Drives and Media Preferences.
