I'm not sure what the status of this is, as I haven't encountered the situation in a while, but previously when 403 errors were issued, I had people coming to me in bafflement. update-manager didn't seem to give a potential explanation for the error (and there is surely very little chance it could be anything else). Perhaps an explanation could be added to save users' confusion?
