As far as I can tell you've just ruled out solving the problem. Anything which has no effect on new accounts and no effect on old accounts has no effect. Anything which must be sought out and adjusted will not be sought out and found by most users. Anything which prompts you on first login would be a new departure for Ubuntu and is likely not to be understand or skipped or chosen incorrectly. The number of times I have done a fresh install and _not_ shipped over my .rc files is tiny, maybe last time I changed job.
