Hello ! I may also be missing something, but the compose key is not handled the same way in GNOME (there is a menu in the Keyboard options) and Xfce (you have to edit xorg.conf). I do not know about KDE or other DEs. So it looks a little difficult to have a default setting. Once again, this may be a moot point if there is a global environment variable that I missed :)
