My personal experience, is that on modern machines, install time is dictated by download speed (where appropriate) and then IO speed, at least on fairly modern hardware. For example installs on a Thinkpad T43p run faster for me than a Thinkpad X60 doing what amounts to a net-install, despite the X60 having a faster (dual-core, but I doubt that helps much) CPU and more memory. Also package installs after initial installation are fairly rare events, automatic ones even more-so.
