Not exactly - the wineserver must still be running, and it doesn't
launch at startup (you have to do `wine boot` to run Windows startup items).

This, at the least, means that a Windows worm or trojan will not
continue to run after logging out unless it was specifically designed to
target Linux (say, by modifying bashrc.)
