Maybe they can, but: a) they have to know about it b) it is very inconvenient c) you do not get updates to installed app (i.e. security fixes) > It doesn't "cause upgrade to all the newest versions of a lot of packages". > That only happens if the user specifically requests it. Unless after enabling backports and updating repo a nice "upgrade" icon appears which inexperienced user will click and fetch the updates.
