Not an answer, but I feel people should stop thinking about doing anything essential at boot/shutdown time. Right now, many people switch their computers on and off regularly, but the days of such habits are counted. Think about Laptops and PCs with a reliable standby mode. Think about PDAs, Phones, TV boxes. When not used, they go into standby mode. Some of them don't even feature something like "off". They all get booted once or twice a year, so the point in time "before mounting" next to never happens. If you want to do maintenance, you have to do it on the running system.
