That would be better, but still imposes an administrative burden both on unofficial developers and on whoever would have to administer the team. Ironically, virtually all of the bugmail I get dumped on me because a team was incorrectly assigned the bug is because of ubuntu-qa. Personally, I have yet to see in progress misused.
