This is implemented in edgy. The categories are "Important security
updates", "Recommended updates", "Proposed updates" and "Distribution
updates".

The edgy version of update-manager has a popup menu on right-click
that let you "Uncheck all" (or "check all").

Feel free to test the current update-manager version with a edgy or a
feisty livecd if you run dapper currently. It seems like your
improvements are already implemented :)
