Thanks for the interest. We looked at it as well, but it's not trivial due to the bugs you listed

I've reported a few bugs to move us towards there:

libpurple

That's work that needs to happen upstream, not sure what's the status there (or we could drop support, on the default installation, for the protocols that need libpurple)

That's not an issue one, it has quite some incompatible changes and can be co-installed with the old version. GNOME got ported in 3.10 (and still had some issues in that version), some of the other desktops are not. We need to transition everything in the same cycle, that was just not doable before the LTS. We should look at that next cycle

Note that we might be able to drop bluez-gstreamer from the default image, does anyone know in what situations it's useful?
