I am marking this bug as invalid.  /proc/cpuinfo is reporting the
correct speed of your cpu because cpu frequency scaling is turned on.
This causes your CPU to scale back to a lower frequency during periods
of activity to reduce temperature and power draw.  1.6 GHz is the lowest
frequency that the E7200 scales to by default.  If you want to turn off
cpu frequency scaling, then echo performance >
/sys/devices/system/cpu/cpu*/cpufreq/scaling_governor.
