Dear J.C., I have tested this now with Ubuntu 8.4, and it works fine, so it seems fixed.
The only difference is that at by the time of reporting I used an Apple MacBook, on which the problem occured, but now I use an Acer laptop, on which the problem seems solved. I have no access to an Apple MacBook with Ubuntu installed onto any more, so I can't tell if mouse keys work on it or not. Also, I was using the mouse keys feature because of the lack of a secondary and third mouse button on the Mac. It is possible that there have been other, more direct solutions for that problem, meanwhile. For these reasons, I think that this report is obsolete now.
