Hi there, I cannot actually be certain if it still occurs as I am no longer able to test it - the scenario was that it was a machine on a network but without direct internet access (it was through an authenticated proxy - at my old work - and so initially Ubuntu did not know how to get to the internet as it didn't know about the proxy. But, I think the same may happen if a machine is not internet connected at all - though it might have to have a network connection).
