I downloaded the zip file from the website listed above, and it contains a LICENSE file that indicates the images are licensed under GPLv2. I'm not sure if the GPL can actually be used to license data rather than source code, but you can't say that there is no licensing information available.
What do we require from the author of these stamps so that we can include them in our repositories?
