I have the same problem on my desktop with Hardy running kernel 2.6.24-19-generic and acpid version 1.0.4-5ubuntu9. My motherboard is MSI K7T Turbo-R Limited Edition with 1.2GHz AMD Athlon CPU. (Motherboard: MS-6330, Award BIOS v.3.6). Hardy does not control fan speed either. However, lm-sensors can read BIOS information just fine:
